This is a known issue with Fary Cry 5 & New Dawn that I wish I would have known about BEFORE I purchased, but if you are using an Xbox controller there is an empty mapping for Reverse while driving a car and Descend when flying a helicopter. It's not perfect in the sense that I have to remember to press a different button then the button that is flashing on the screen sometimes, and it will very likely only work for xbox controllers (I'm using an off-brand wired xbox controller), but it worked for me and may help others. Well, I figured out my problem. When you get to the very first grapple point, you have to pick up the rope/grapple hook laying on the ground close by.
